Terms and Conditions

The following paragraphs, along with the Parcel Securities Intl. Tariff, contain the general terms and conditions under which Parcel Securities Intl. is engaged in the transportation of confidential and security cargo globally. Parcel Securities Intl. reserves the right to amend any portion of these Terms and Conditions of Service at any time. The most current version of these Terms and Conditions of Service may be found at the Parcel Securities Intl. Web site http://www.parcel-securities.com.

All packages shipped internationally covered under a single Parcel Securities Intl. Waybill shall be considered a single shipment. Commodities Handled and Restrictions on Service

Parcel Securities Intl. holds itself out to transport general commodities, as usually defined, subject to the following restrictions:

 

(a) Parcel Securities Intl. has no weight or size restrictions whatsoever. We cargo any consignment no matter how heavy or large in size.

 

(b) No service shall be rendered in the transportation of any of the prohibited articles listed in the applicable Parcel Securities Intl. service guide or Parcel Securities Intl. Tariff. Parcel Securities Intl. shall transport special items upon a issuance of no-objection certificate at the port of dispatch, to be confirmed at the receiving end by authorized Parcel Securities Intl. personnel.

 

(c) No service shall be rendered in the transportation of articles of unusual value (as defined in the Parcel Securities Intl. Tariff), including packages having a value of more than $10,000,000.00 (U.S.); or of packages having a value of more than $2,000,000.00 (U.S.), shipped as a result of a shipper's request made through the Internet.

 

(d) No service shall be rendered in the international transportation of packages containing jewelry (not including costume jewelry) having a value of more than $2,000,000.00 (U.S.).

 

(e) Hazardous Materials, defined as those materials regulated under Title 49 of the Code of Federal Regulations (49 C.F.R.), are accepted for transportation only as a contractual service. To receive Hazardous Materials service, the shipper must sign a contract and agree to the provisions set forth in the Parcel Securities Intl. Agreement for Transportation of Hazardous Materials. All shipments, including shipments containing hazardous materials, will be accepted for transportation only according to the terms and conditions contained in the Parcel Securities Intl. Tariff.

 

(f) Other Regulated Materials (ORM-D) are accepted when properly packaged, marked, and shipped Parcel Securities Intl. ORM-D packages shipped via Parcel Securities Intl. Air Services and Parcel Securities Intl. 3 Day Select are accepted for transportation only as a contractual service.

 

(g) Parcel Securities Intl. offers a diplomatic immunity protected service for transfer of packages, scanned for explosive materials only upon presentation of an appropriate diplomatic profile required to purchase the service. This may be used to transport confidential diplomatic documents, state information et all and shall be personally delivered by a diplomatic courier, who has all the clearances as observed by international treaties.

 

(h) Parcel Securities Intl. provides a protective service for the transportation of perishable commodities or of commodities requiring protection from heat or cold only upon appropriate declaration by shipper at the port of dispatch.

 

(i) C.O.D., Call Tag, Delivery Confirmation, Delivery Confirmation Signature Required, Delivery Confirmation Adult Signature Required, Proof of Delivery, Verbal Confirmation of Delivery, Hold for Pickup, Return Service, and transportation of Hazardous Materials services are not available for international shipments.

 

(j) All shipments, including shipments containing firearms, will be accepted for transportation only according to the terms and conditions contained in the Parcel Securities Intl. Tariff. The shipper must affix a Parcel Securities Intl. label, requesting an adult signature upon delivery, to each package containing a firearm.

 

(k) Parcel Securities Intl. reserves the right to assess the shipper an additional charge, set forth in the Parcel Securities Intl. Rates in effect at the time of shipping, when: the shipper requests Parcel Securities Intl. to obtain an adult signature upon delivery by affixing a Parcel Securities Intl. label to the package indicating such request; or, the shipper tenders a package that, based upon its contents, requires a Parcel Securities intl. label requesting an adult signature upon delivery, and no such label has been affixed by the shipper.

 

(l) Packages containing any hazardous materials (defined as those materials regulated under Title 49 of the Code of Federal Regulations [49 C.F.R.]), firearms or ammunition, or articles that Parcel Securities Intl. is not authorized to accept or that Parcel Securities Intl. states in the Parcel Securities Intl. Tariff or in these Terms and Conditions of Service that it will not accept, will not be accepted for transportation when presented for shipment at a Parcel Securities Intl. Authorized Shipping Outlet or Parcel Securities Intl. Commercial Counter.

 

Prohibited by Law

No service shall be rendered by Parcel Securities Intl. in the transportation of any shipment that is prohibited by law or regulation of any federal, state, provincial, or local government in the origin or destination country.

 

Right of Inspection

Parcel Securities Intl. reserves the right to open and inspect any package tendered to it for transportation.

This right is waived if the package comes with the highest diplomatic immunity clearance thus making it very important and confidential package that shall not be inspected in transit. This no-inspection certificate is only issued to a shipper of diplomatic status or foreign missions of countries transporting sensitive consignment.

Refusal of Unsafe Packages

Parcel Securities Intl. reserves the right to refuse any package which by reason of the dangerous or other character of its contents is likely, in the sole judgment of Parcel Securities Intl., to soil, taint, or otherwise damage other merchandise or equipment, or which is economically or operationally impracticable to transport, or which is improperly packed or wrapped.

Packages must be so packed or wrapped as to meet the requirements set forth in the International Safe Transit Association Procedure 1A.

Provisions for Customs Clearance of International Packages

The shipper must provide required documentation for customs clearance. By providing required documentation, the shipper certifies that all statements and information relating to exportation and importation are true and correct. Furthermore, the shipper understands that civil and criminal penalties, including forfeiture and sale, may be imposed for making false or fraudulent statements, or for violating U.S. laws on exportation (see e.g., 13 U.S.C. Section 305, 22 U.S.C. Section 401, 18 U.S.C. Section 1001, and 50 U.S.C. App. 2410).

 

When a shipment is tendered to Parcel Securities Intl., Parcel Securities Intl. is thereby appointed as the agent for performance of customs clearance, where allowed by law. Parcel Securities Intl. is specified as the nominal consignee for the purpose of designating a customs broker to perform customs clearance. Local authorities may require documentation confirming that Parcel Securities Intl. has been designated as the nominal consignee.

 

Customs penalties, storage charges, or other expenses incurred as a result of an action by customs or failure by the shipper or consignee to provide proper documentation or to obtain a required license or permit will be charged to the consignee along with any applicable duty and tax. However, the shipper is liable for all charges in the event of nonpayment by the consignee.

 

Additional charges may apply for complex customs clearance procedures, which include, but are not limited to, the following:

- Clearance procedures involving a government agency other than customs.

- Customs Bonds.

- Drawbacks.

- Formal entries involving more than five tariff lines.

- Live Entries.

- Marking Attendance.

- Temporary Import Bonds (T.I.B.).

Parcel Securities Intl. will not prepay duties and taxes on behalf of the payer. For importation into the U.S., a fee, set forth in the Parcel Securities Intl. Rates applicable to the shipment in effect at the time of shipping, will be assessed and billed to the importer. A fee may also apply for shipments to other countries.

 

In the event a Shipper's Export Declaration (S.E.D.) is required and is not included with the export documents provided by the shipper, Parcel Securities Intl. will prepare an S.E.D., using the information on the Parcel Securities Intl. Waybill or other export documentation, on behalf of the shipper to facilitate export. A processing fee, set forth in the Parcel Securities Intl. Rates applicable to the shipment in effect at the time of shipping, will be assessed and billed to the shipper.

 

Parcel Securities Intl. may prepare a Certificate of Origin for goods manufactured and originating within the U.S. on behalf of the shipper when one is required but not included with the export documents provided by the shipper. A processing fee, set forth in the Parcel Securities Intl. Rates applicable to the shipment in effect at the time of shipping, will be assessed and billed to the shipper.

 

Unless otherwise restricted for the destination country, the shipper may elect to pay duty and tax, or duty only, by showing such instructions on the export documentation and on the Parcel Securities Intl. Waybill. These options are available only to shippers with a Parcel Securities Intl. account. An additional charge, set forth in the Parcel Securities Intl. Rates applicable to the shipment in effect at the time of shipping, will be assessed. These services are not available if any or all of the shipping charges are billed to the consignee, or if a consignee chooses a broker other than Parcel Securities Intl.

 

Parcel Securities Intl. Service Guarantee

Parcel Securities Intl. guarantees on-schedule delivery of packages shipped via Parcel Securities Intl. Air Services, where such services are available, to every address in the world.

 

Special Handling of Undeliverable Packages

 

Domestic packages refused by the consignees, or which for any other reason cannot be delivered, will be promptly returned to the shipper without additional charge.

 

International shipments refused by the consignees, or which for any other reason cannot be delivered, will be held, and the shipper will be contacted for further instructions. The shipper will be responsible for payment of all charges including, but not limited to, forwarding, disposal, or return transportation charges, as well as any duty and tax, if applicable.

 

Interruption of Service

 

Parcel Securities Intl. shall not be liable for any interruption of service due to causes beyond its control including, but not limited to, the following: the unavailability or refusal of a person to accept delivery of the shipment; acts of God; acts of public authorities acting with actual or apparent authority; acts or omissions of customs or similar authorities; riots, strikes, or other labor disputes; civil commotions; disruptions in air or ground transportation networks, such as weather phenomena; and natural disasters.

 

Rates

The Parcel Securities Intl. tariffs are computed on the basis of consignment. The costs of transportation and insurance shall be evaluated and they shall be pre-paid.

 

Billing Options for International Shipments

The amount billed includes, but is not limited to, shipping charges, duties, and taxes, if applicable. Unless otherwise restricted for the destination country in the applicable Parcel Securities Intl. service guide, Parcel Securities Intl. only offers pre-paid services.

 

Disbursement Fee

All applicable charges applicable at various points of transit shall be provided by the recipient of the consignment.

 

Currency Conversion Rate

Charges to a payer's account in a foreign currency will be converted to the payer's currency using a weekly exchange rate secured through Major Money Center Banks, plus an exchange fee, set forth in the Parcel Securities Intl. Rates applicable to the shipment in effect at the time of shipping.

 

Fuel Surcharge

Parcel Securities Intl. reserves the right to institute a fuel surcharge on all shipments without prior notice. The surcharge will be applied for such periods as Parcel Securities Intl., in its sole discretion, may determine necessary. Tracking/Tracing Refund-Request Charge

 

Parcel Securities Intl. reserves the right to assess the shipper a charge, in the amount and under the conditions set forth in the Parcel Securities Intl. Rates applicable to the shipment in effect at the time of shipping and the Parcel Securities Intl. Tariff, for package tracking/tracing or refund requests.
